制惑
せいわく
原文
民不畏死、奈何以死懼之。若使民常畏死、而爲奇者、吾得執而殺之、孰敢。常有司殺者殺。夫代司殺者殺、是謂代大匠斲。夫代大匠斲者、希有不傷其手矣。

民死を畏れざれば、奈何ぞ死を以て之を懼れしめん。若し民をして常に死を畏れしめて、而して奇を爲す者あらば、吾れ執へて之を殺すを得ん、孰か敢へてせん。常に殺を司る者有りて殺す。夫れ殺を司る者に代はりて殺す、是を大匠に代はりて斲ると謂ふ。夫れ大匠に代はりて斲る者は、其の手を傷らざること有る希なり。
現代語訳
民が死を畏れなくなれば、死をもって脅すことにいかなる意味があろうか。もし民が常に死を畏れ、それでも道理に外れたことをする者があれば、これを捕らえて殺すことができ、誰もあえて逆らわないだろう。しかし本来、死を司る者が別にあって殺すのが常道である。その司る者に代わって己が殺しを行うのは、名工に代わって木を削るようなものであり、名工に代わって斲る者は、まずその手を傷つけずには済まない。刑罰を濫用し、天の理を差し置いて生死を操ろうとする為政者への戒めである。
中文釋義
当百姓已经不惧怕死亡的时候,统治者再用死刑去威吓他们,又有什么用呢?即便假设百姓畏惧死亡,对于那些为非作歹的人,抓来处死,似乎也无人再敢造次。但生杀自有天道主宰,如同高明的木匠自有其分寸。若统治者代替天道去操持杀伐,就像代替名匠去砍削木料,少有不伤到自己手的。此章借刑罚讽喻为政者不可滥施杀伐、僭越自然法则,应当顺应天道、慎用权柄,而非以严刑峻法强行压服百姓。
English
When people no longer fear death, what use is threatening them with execution? Even if fear of death could be restored so that wrongdoers might be seized and punished, killing is properly the office of a natural order beyond human hands, much like the exacting work of a master carpenter. A ruler who seizes that office and wields the axe of life and death directly, displacing the order that rightly governs it, is like an amateur snatching the master carpenter's tools: rarely does such a person escape injuring his own hand. The chapter cautions rulers against ruling by terror and against overriding the natural order with arbitrary force.

A manager who relies on threats and penalties to keep a team in line finds, over time, that fear stops working and people quietly stop believing in it. Judgment has its proper place, and seizing it for oneself is like an amateur grabbing a master carpenter's tools — the first hand injured is usually one's own. Trusting the process and fair reasoning to render judgment, rather than playing judge oneself, spares everyone involved.
