治大國、若烹小鮮。以道蒞天下、其鬼不神。非其鬼不神、其神不傷人。非其神不傷人、聖人亦不傷人。夫兩不相傷、故德交歸焉。

大國を治むるは、小鮮を烹るが若し。道を以て天下に蒞めば、其の鬼も神ならず。其の鬼神ならざるに非ず、其の神も人を傷らず。其の神人を傷らざるに非ず、聖人も亦た人を傷らず。夫れ兩つながら相傷らず、故に德交々焉に歸す。
現代語訳
大きな国を治めるのは、小さな魚を煮るのと同じである（頻繁にひっくり返せば身が崩れてしまう）。道に基づいて天下に臨めば、鬼でさえその力を人に振るうことがなくなる。鬼にその力がなくなるわけではなく、その力が人を傷つけなくなるのである。その力が人を傷つけなくなるだけでなく、聖人もまた人を傷つけることがない。両者がともに人を傷つけないからこそ、その徳はやがて互いに帰り合わさっていくのである。
中文釋義
治理大国，就像煎小鱼一样，不能三番五次去翻动折腾，折腾多了鱼就碎了，治国也是同理，不可政令频出、扰民生事。以道来治理天下，连鬼怪都不会显出害人的灵验；不是鬼怪失去了灵验，而是它的灵验不再伤害人。不仅它的灵验不伤人，圣人执政也不伤人。治国者与冥冥之力都不加害于人，各自的德泽便交融汇聚，共同归于百姓。
English
Governing a great state is like cooking a small fish — handle it too much, and it falls apart; govern too intrusively, and the people are worn out. When the Way presides over the world, even ghosts lose their power to harm; not that the ghosts cease to exist, but their potency no longer wounds people. And it is not only their potency that ceases to harm — the sage, too, refrains from harming anyone. Since neither force injures the people, their combined virtue flows back and gathers together, restoring wholeness to all.

過剰に手を加えることは、往々にして物事を壊す。小さな魚を何度も裏返せば身が崩れるように、細かく口出しし過ぎるマネジメントは、かえって現場を疲弊させる。任せるところは任せ、無用な介入を控える。そうした余白のある関わり方こそ、結果として誰も傷つけず、皆に恵みが行き渡る道につながる。

炖一锅汤,总去掀盖搅动,汤反而炖不透；养一盆花,天天挪动查看根系,根反而扎不稳。治大国若烹小鲜,道理相通:管得太勤,动静太大,原本能自己长好的东西,倒被折腾坏了。人与人相处也是如此,盯得太紧、管得太细,情分反而生分。留一点不去插手的耐心,很多事自己就会好起来。
A Word for Today
A soup left alone develops its flavor; lift the lid and stir it every few minutes and it never quite comes together. A potted plant checked and repotted too often struggles to put down roots. The chapter's image of cooking a small fish carries the same lesson into governing and, just as easily, into ordinary relationships: watch someone too closely, correct them too often, and warmth turns into strain. A little withheld attention, offered as patience rather than neglect, tends to let things settle into their own good order.
