君は舟なり、庶人は水なり

君者，舟也；庶人者，水也。水則載舟，水則覆舟。
訓読
君は舟なり、庶人は水なり。水は則ち舟を載せ、水は則ち舟を覆す。
現代語訳
君主は舟であり、民衆は水である。水は舟を浮かべて運ぶこともあれば、その舟をひっくり返すこともある。「王制篇」にあるこの句は、為政者の地位が民の支持によって支えられていることを説く警句であり、統治とは水面に浮かぶ舟のように、常に民心という不安定な基盤の上に成り立っていることを荀子は端的に示している。
中文釋義
君如舟,民如水,水能载舟,亦能覆舟。荀子于《王制篇》以此喻警示为政者:权位看似高踞舟上,实则命脉系于水之向背。水静则舟安,水怒则舟覆,君主之尊荣从来不是凭空而立,而是仰赖民心之载。此语后为历代帝王师反复引用,成为儒家政治哲学中最具警醒力的譬喻之一。

Xunzi aims this image at anyone holding authority: calm water carries the vessel, but the same water, once agitated, can turn it over without much warning. The higher a position sits, the easier it becomes to forget what is actually holding it up. Watching the water's mood closely is not paranoia; it is plain prudence.
