老子道徳経 第37章
爲政
いせい
原文
道常無爲而無不爲。侯王若能守之、萬物將自化。化而欲作、吾將鎮之以無名之樸。無名之樸、夫亦將無欲。不欲以靜、天下將自定。
書き下し文
道は常に無爲にして而も爲さざる無し。侯王若し能く之を守らば、萬物將に自ら化せんとす。化して欲作らば、吾れ將に之を鎮むるに無名の樸を以てせんとす。無名の樸、夫れ亦た將に欲無からんとす。欲せずして以て靜かなれば、天下將に自ら定まらんとす。
現代語訳
道は常に作為をなさないが、それでいて成し得ぬことは何一つない。侯や王がもしこの道理を守り得るならば、万物はおのずから化育していくであろう。ところがその化育の途中で欲望が頭をもたげることがある。そのときは、名づけえぬ素朴なあり方をもってこれを鎮めればよい。名づけえぬ素朴もまた、欲望そのものを持たぬ境地へと至るであろう。欲望から離れて静けさを保てば、天下はおのずから定まっていくのである。
中文釋義
道从不刻意作为,却没有什么做不成。诸侯君王若能守住这份不妄为,万物便会自然生长变化。可变化之中,欲望难免萌动生事。这时便要用那"无名之朴"——未经雕琢、不可名状的质朴——去镇住它。这质朴本身也不带欲求。心不生欲,归于清静,天下自然而然就安定下来了。治理的最高境界,不是管束,而是守住这份不扰。
English
The Way is forever without contrivance, yet nothing is left undone. If rulers could hold to it, the ten thousand things would transform of themselves. But when desire stirs amid that transformation, it should be stilled by the nameless simplicity — the uncarved block that itself desires nothing. Free of desire, stillness settles in, and the world steadies on its own. Governance, then, is not control but restraint from interfering — trusting things to find their own order once desire no longer drives them.

何かを整えようとするとき、つい手を加えすぎてしまう。けれど本当に整うのは、こちらが余計な欲を差し挟まずにいるときだ。名づけようのない素朴さを持ち続けること。それは何もしないことではなく、静かに構えて、事が自らの道筋を見出すのを待つことである。焦りを鎮めれば、物事はおのずと落ち着くべきところへ落ち着いていく。

When managing people or a project, the moment of strongest urge to intervene is often the moment most likely to make things worse. Noticing something going off course does not require immediately clamping down — first the urge to do more needs holding back. A plain, unassuming steadiness tends to calm restless impulses better than force does. Once the desire to control eases, things generally settle on their own without needing a hand in every detail.
