淳風

原文
以正治國、以奇用兵、以無事取天下。吾何以知其然哉。以此。天下多忌諱、而民彌貧。民多利器、國家滋昏。人多伎巧、奇物滋起。法令滋彰、盜賊多有。故聖人云、我無爲而民自化、我好靜而民自正、我無事而民自富、我無欲而民自樸。

正を以て國を治め、奇を以て兵を用ひ、無事を以て天下を取る。吾れ何を以て其の然るを知るや。此を以てなり。天下に忌諱多くして、民彌々貧し。民に利器多くして、國家滋々昏し。人に伎巧多くして、奇物滋々起こる。法令滋々彰かにして、盜賊多く有り。故に聖人云ふ、我れ無爲にして民自ら化し、我れ靜を好みて民自ら正しく、我れ無事にして民自ら富み、我れ無欲にして民自ら樸なりと。
現代語訳
正しさによって国を治め、奇策によって兵を用いるが、天下を治め得るのは無事によってである。その理由は次の通りである。天下に禁令が多くなるほど、民はいよいよ貧しくなる。民に鋭利な武器が増えるほど、国はいよいよ乱れる。人々が技巧を弄するほど、奇妙な物事がいよいよ起こる。法令が細かく整えられるほど、盗賊がいよいよ増える。だから聖人はこう言う。私が無為でいれば民は自ずから変わり、私が静けさを好めば民は自ずから正しくなり、私が事を構えなければ民は自ずから富み、私が欲を持たなければ民は自ずから素朴になる、と。
中文釋義
用正道治理国家,用奇谋用兵打仗,但真正取得天下人心的,却是不刻意生事、无为而治。为什么这样说?因为天下禁令越多,百姓反而越贫穷;民间利器越多,国家反而越动荡;人们智巧越多,怪事就越层出不穷;法令越是严密,盗贼反而越多。所以圣人说:我无所作为,百姓自然自我化育;我喜好清静,百姓自然走上正道;我不生事扰民,百姓自然富足;我没有贪欲,百姓自然归于淳朴。

Govern the state with uprightness, wage war with cunning strategy, but win the world through non-interference. How do I know this? By observing that the more prohibitions a realm imposes, the poorer its people grow; the more sharp weapons circulate, the more chaos ensues; the more cleverness people cultivate, the more strange schemes arise; the more laws are proclaimed, the more thieves appear. So the sage says: when I do nothing, the people transform themselves; when I love stillness, they right themselves; when I avoid meddling, they prosper on their own; when I want nothing, they return to simplicity.

規則を増やすほど物事が整うと考えがちだが、実際には規制が細かくなるほど、人は萎縮するか抜け道を探すかに向かう。組織を導く者ほど、あれこれ指図するより、自分自身が静かに落ち着いていることの方が効く。何かを禁じる前に、自分が無用な事を増やしていないかを省みる。それだけで、周りは意外なほど自然に整っていく。

Before adding one more policy or checklist, it may be worth asking which existing ones could simply be dropped, so people are left room to find their own way.
