貪損

民之饑、以其上食稅之多、是以饑。民之難治、以其上之有爲、是以難治。民之輕死、以其求生之厚、是以輕死。夫唯無以生爲者、是賢於貴生。

民の饑うるは、其の上の稅を食むことの多きを以て、是を以て饑う。民の治め難きは、其の上の有爲なるを以て、是を以て治め難し。民の死を輕んずるは、其の生を求むることの厚きを以て、是を以て死を輕んず。夫れ唯だ生を以て爲すこと無き者は、是れ生を貴ぶよりも賢れり。
現代語訳
民が飢えるのは、上に立つ者が租税を貪り食むことが多いからであり、それゆえに飢える。民を治めにくいのは、上に立つ者があれこれと為すことが多いからであり、それゆえに治めにくい。民が死を軽んじるのは、上に立つ者が自らの生を求めることが厚すぎるからであり、それゆえに死を軽んじる。ただ、生を殊更に大事に構えて何かを為そうとしない者こそが、生を貴んで奢る者よりも賢いのである。為政者の重税と過干渉と奢侈を戒め、無為と倹しさを説く章である。
中文釋義
百姓之所以饥饿,是因为在上位者征收的赋税太多,所以百姓才挨饿;百姓之所以难以治理,是因为在上位者政令繁苛、干预太多,所以百姓才难治;百姓之所以轻视性命、不惜一死,是因为在上位者奉养自身太过丰厚奢靡,上下相形,百姓便也不再珍惜生命。所以,真正不刻意讲究养生享受、不以奉养自身为务的人,反而胜过那些一味贵生纵欲的人。此章矛头直指统治者的横征暴敛与奢靡有为,主张俭啬无为方为治国养民之道。

The people starve because those above them tax too heavily; the people prove hard to govern because those above them meddle too much; the people grow careless of their own lives because those above them pursue luxury too avidly. Excess at the top produces want and disorder below: heavy taxation breeds hunger, heavy-handed rule breeds unruliness, and lavish self-indulgence breeds a citizenry indifferent to its own survival. Paradoxically, one who does not fuss over preserving or enriching life proves wiser than one who prizes life too dearly, for restraint, not indulgence, is what actually sustains it.

一个部门若上级排场铺张、事事插手,下面的人便会日渐疲惫、离心。老子说百姓饥、难治、轻死,根源都在上位者取用过厚。不必事事彰显阔绰或权威,少一分苛求与铺张,反而给出更多余地。对自己的用度和管辖是否用力过猛,值得时常回头看看,而不是等到人心散尽才去追问原因。
A Word for Today
When those at the top live lavishly and reach into every detail, the people below them grow worn down and quietly detached. Laozi traces hunger, unruliness, and recklessness among the people back to excess above. There is no need to display abundance or authority at every turn; a little less demand and a little less display leaves more room for others. It is worth occasionally checking whether one's own reach has grown too heavy.
