用を加えずして為す者無し

聖王為政、其發令興事、使民用財也、無不加用而為者。是故用財不費、民德不勞、其興利多矣。
訓読
聖王政を為すや、其の令を發し事を興こし、民をして財を用いしむるや、用を加えずして為す者無し。是の故に財を用いて費えず、民の德勞せずして、其の利を興すこと多し。
現代語訳
聖王が政治を行い、法令を発し事業を興し、民に財を用いさせるにあたっては、実際の役に立たないことは何ひとつ行わない。だから財を費やしても無駄がなく、民の力も徒に疲弊させず、それでいて生まれる利益は大きい。墨子の「節用」は単なるけちではなく、無益な支出を退け、実質のある投資だけを行うという統治の合理主義である。
中文釋義
圣王治理国家,凡是发布政令、兴办事务、动用民财,没有一件是不能带来实际功用的。所以花费财物却不浪费,役使民力却不使其疲敝,而带来的利益反倒很多。墨子讲"节用",不是单纯的吝啬,而是一种排斥无益开支、只做有实效之事的治理理性。

The sage king spends nothing—no decree, no project, no levy on the people's resources—that fails to yield real, practical benefit. Hence expenditure is never wasted and the people's strength is never exhausted, yet the resulting benefit is great. Mozi's "economy of use" is not mere stinginess; it is a governing rationalism that rejects wasteful spending in favor of investment with genuine substance.

A Word for Today
Before committing money or time to something, it helps to ask whether the expense serves appearance or actual use. Impressive spending tends to earn quick approval but rarely delivers much; plain, unglamorous investment draws less notice yet usually holds up better under scrutiny. Directing resources toward what genuinely works, and cutting what merely looks good, tends to leave more to show for the effort in the end.
